Post Bond Election Frequently Asked Questions

Although voters approved several projects in the May 2026 bond election, major construction does not begin immediately. Before any visible work occurs, the district must complete several important steps – many of which take place behind the scenes – to ensure projects are planned carefully, funded responsibly, and completed efficiently.

We are focused on foundational work that will help ensure successful execution of each project. This includes:

• Selling bonds to investors to fund voter-approved projects
• Developing project designs and timelines
• Securing permits and approvals
• Soliciting bids and selecting qualified contractors

This early work is critical and lays the groundwork for successful construction later.

• Districtwide infrastructure and lifecycle replacement projects, such as safety, building systems, and aging facility needs
• Additions at the expanded Career & Agricultural Sciences Center, supporting student programming and workforce readiness

These priorities ensure urgent infrastructure needs are addressed while advancing instructional opportunities for students.

The planning phase for the Career & Agricultural Sciences Center will take approximately one to two months, followed by two to three months of design development. During this time, we will gather input from staff, students, and end users to ensure the project meets student needs and workforce expectations as we work with planners and architects to design and prepare for construction.

Once designs are finalized and approved, we will engage in a formal bidding process. This competitive process typically takes a few months and ensures projects are awarded responsibly and transparently. 

Public school districts in Texas must follow state procurement laws. For major projects, public notice is issued, vendors submit sealed proposals or bids, evaluation criteria are published in advance, contracts are awarded based on “best value”, and Board approval is required. All bid results are documented and publicly available.

Currently, the calendar shows Phase 1 - the Agricultural Center opening in the fall of 2028.

Bond projects involve collaboration among:

• The Friendswood ISD Board of Trustees
• District leadership and staff
• Financial advisors
• Architects and engineers
• Construction managers and contractors

Project updates will be shared with the Citizens Advisory Committee and the general public.
